1. What is a Therapeutic Use Exemption (TUE)?
Athletes may have illnesses or medical conditions that require specific treatments.
If the required medication is included on the World Anti-Doping Agency (WADA) Prohibited List, a TUE may grant the athlete authorization to use that substance without invoking an anti-doping rule violation.
2. Criteria for Granting a TUE:
For a TUE to be approved by the TUE Committee (TUEC), the following four criteria must be met:
The athlete has a clear diagnosed medical condition requiring the prohibited substance or method.
The therapeutic use will not produce a significant enhancement of performance beyond the athlete’s normal state of health.
The prohibited substance is the indicated treatment, and there is no reasonable permitted therapeutic alternative.
The necessity for use is not a consequence of prior use of a prohibited substance without a TUE.
3. Application Procedure (Delegation to ITA) NADO Moldova has delegated the responsibility for all TUE applications to the International Testing Agency (ITA) .
Consequently, the ITA is now fully responsible for the application process for all national-level athletes under our jurisdiction.
How to Apply: Applications should be submitted via ADAMS. If you do not have an ADAMS account, you may use the ITA online submission form.
Language Requirement: The application form and all supporting medical documentation must be submitted in ENGLISH.
Deadlines: For substances prohibited in-competition only, you must apply at least 30 days before your next competition.
Decision Timeframe: The ITA TUEC usually renders a decision within 21 days of receiving a complete application.
4. Retroactive TUE
You may only apply for a retroactive TUE in specific circumstances, such as:
Emergency or urgent medical treatment.
Exceptional circumstances that prevented an advance application.
Lower-level athletes who are not under the jurisdiction of an International Federation or NADO.
5. Confidentiality: All information contained in a TUE application, including supporting medical data, is kept strictly confidential.
Authorized recipients are subject to professional or contractual confidentiality obligations.
